With the new CABLE update (FW version: 1.9.2), your sensors must be saved and assigned in the CABLE Util app in order for your fitness app, smart watch, etc. to connect to your CABLE. This is because with older FW versions, the CABLE required a double tap to turn on the CABLE. With the new FW version, your CABLE requires your sensors to be broadcasting and close to your CABLE in order for the CABLE to "wake up" and be seen by your fitness app, smart watch, etc. With the latest iOS 13.0 and later, you will need to ensure that Bluetooth Sharing is enabled for CABLE Util and your fitness app.
NOTE: You must have the CABLE Util app completely closed in order for your CABLE to be visible to your fitness app, smart watch, etc. because your CABLE will still maintain its Bluetooth connection to CABLE Util app if the app is open or running in the background.

Can i revert back to older firmware. As double tap worked better for me. The cable won't power up. Even when it is close to my Wahoo heart rate strap or Power to Max or Bkool Pro. Or can you do an update that takes advantage of double tap and BLE broadcast wake?
